Why does Africa not have continental-scale mountain range?

This is not true, Africa does have continental-scale mountain ranges. The most notable one is the Atlas Mountains in the northwest of the continent, which stretch for over 2,400 kilometers (1,500 miles). Other continental-scale mountain ranges in Africa include the Ethiopian Highlands, the Drakensberg Mountains, and the Ruwenzori Mountains.
