Municipal Structures in Georgia

1. Mayor-Council (Most Common)

Elected mayor (executive) + elected council (legislative). Mayor may appoint department heads, veto, etc. Used by >50% of GA cities.

2. Commission

Single elected body (5–9 members) holds both legislative and executive power. Mayor is ceremonial, rotated. Used in Atlanta, Augusta, Columbus.

3. Council-Manager

Elected council (legislative) hires professional city manager (executive). Manager runs daily operations. Used in Savannah, Roswell, Athens.

Each balances accountability and administrative expertise differently.
