Why was it important to have Kansas and Nebraska organize into territories?

Kansas-Nebraska Act passed in 1854 by the U.S. Congress organized the territories of Kansas of Nebraska and led to "bleeding Kansas" where pro-slavery and abolitionists fought over whether the new states would allow slavery.
