Why is north and south Ireland segrogated?

The Republic of Ireland and Northern Ireland are not segregated. While it's true that the two jurisdictions have separate governments, legal systems, and cultures, there is no physical or legal barrier preventing people from moving between the two. In fact, many people live in one jurisdiction and work or study in the other.
