Did Mexico hire empresarios to bring more settlers Mexico?

Mexico did not hire empresarios to bring more settlers to the country. The empresario system was used by the Spanish government in the 18th and 19th centuries to encourage the settlement of Texas and other areas of the northern frontier of New Spain. Under the empresario system, individuals or companies were granted large tracts of land and the authority to recruit and settle colonists on the land. The empresarios were then responsible for providing the settlers with basic necessities, such as food and shelter, and for protecting them from attack by Native Americans.
