What does a Texas boater education card allow certain boaters to do?

A Texas Boater Education Card allows certain boaters to operate personal watercraft without being directly supervised by a person 21 years of age or older, under the following circumstances:

* The boater is at least 13 years old.

* The personal watercraft is not used to tow watersports participants.

* The personal watercraft is being used for recreational purposes, not for commercial purposes.
