Why were over half of the vehicles on road in California from bay to central valley have their daylight headlights on?

It is not true that over half of the vehicles on the road in California have their daylight headlights on. While California law does require vehicles to have their headlights on at all times, the majority of drivers do not comply with this law during the daytime.
