Buying a Gun in California as a Non-Resident: Not Allowed

Under California Penal Code §27585, it is unlawful for any person who is not a California resident to purchase, receive, or import a firearm into the state. Limited exceptions exist for:

  • Active-duty military personnel stationed in California.
  • Sworn law enforcement officers.
  • Certain competitive shooters with specific permits (rare).

All firearm transfers must go through a licensed California dealer, who will verify residency via valid CA driver's license/ID and conduct the mandatory background check and 10-day waiting period.
