Houston's Southwest Freeway, a 20-mile stretch of U.S. 59, connects downtown to the neighboring city of Sugar Land, with many business and residential centers along the way. Visitors can easily locate accommodations and make reservations online, especially when they are searching for inexpensive room rates.       The Bellaire Inn has 20 rooms and dates back to 1962. It offers cable television, direct phones, in-room refrigerators and ample parking. It is convenient to the Galleria area and Greenway Plaza, and about eight miles from downtown. Rates, which run about 60 to 75 percent of neighboring "budget" chain hotels, do not change seasonally. The smoke-free facility has no elevator, does not allow pets and accepts major credit cards with proper identification.
