Can a Minor Drive Out of State to Ohio? The Rules

Ohio's Rules for Out-of-State Minor Drivers

Generally, NO. If you are under 18 and hold a **learner's permit** or **probationary/intermediate license** from another state, **you cannot drive in Ohio unsupervised.**

Ohio Law (ORC 4507.05 & 4507.071)

• Learner's Permit Holders: Must be accompanied by a **licensed driver age 21+** in the front seat **at all times**. This applies to out-of-state permit holders driving in Ohio.
• Probationary / Intermediate License Holders (under 18): Ohio does **not** recognize the full driving privileges of another state's intermediate license for unsupervised driving. You are subject to **Ohio's restrictions** while in Ohio.

Ohio's Restrictions for Under-18 Drivers (Apply to You in Ohio)

• Night Driving: No driving **midnight – 6 AM** (unless with parent/guardian or documented work/school/religious activity).
• Passenger Limit: **No more than ONE non-family passenger** under 21 (unless with parent/guardian).
• Seat Belts: Mandatory for all occupants.
• Cell Phone: **Total ban** on use (hands-free included) for under 18.

Exception: Full Unrestricted License

If you are **17 or older** and hold a **full, unrestricted driver's license** from your home state (not a provisional/intermediate one), you **may drive in Ohio** under your home state's privileges (Driver License Compact / Non-Resident Violator Compact). Most states don't issue full licenses until 17 or 18.

Practical Advice

1. Check your **home state's license class** (Permit? Intermediate/Provisional/Junior? Full?).
2. If not a full license: **Bring a parent/guardian (21+ licensed) to sit in front seat.**
3. Obey **Ohio's stricter rules** (night, passengers, phone) regardless of your home state's rules.
4. Carry **license, registration, insurance**.

Reciprocity Note

Ohio honors valid out-of-state licenses for **visitors**, but **imposes its own age-based restrictions** on drivers under 18. This is standard across the US (Driver License Compact).
