The SQA defines a developing country as "a country with a low income, often with a high population growth rate, and which is undergoing rapid social and economic change".
Singapore is a highly developed country with a high-income economy, a low population growth rate, and a well-developed social and economic infrastructure. For these reasons, it is not considered to be a developing country according to the SQA.
