The Beaufort Sea (Arctic Ocean) lies directly north of the Northwest Territories and Yukon. Its southern coast forms the NWT/Yukon Arctic coastline (Tuktoyaktuk, Sachs Harbour).
Quebec is in eastern Canada, ~3,000 km (1,860 mi) away—separated by the entire breadth of the Canadian Shield, Hudson Bay, and the Arctic Archipelago.
So: Northwest Territories (and Yukon) are adjacent; Quebec is on the opposite side of the continent.
