Why is Puerto Rico potential for crude oil in the Caribbean?

Puerto Rico has a limited potential for crude oil in the Caribbean. The island has never produced crude oil, and there are multiple oil companies that have drilled many exploratory wells in Puerto Rico, but none of them have been commercially successful. There is a possibility of finding new oil reserves in the Zukunft Basin located between the Dominican Republic and Puerto Rico.
