Who is responsible for the ocean?

There is no single entity that has complete responsibility for the ocean. This has created governance gaps leading to significant and increasing challenges affecting the health of the ocean, including marine pollution, overfishing, ocean acidification, rising sea levels, loss of coastal habitat, and unsustainable development of coastal zones.
