Oslo Treaty vs. Oslo Accords: Clearing the Confusion
There is no "Oslo Treaty."
The correct term is the Oslo Accords—a pair of interim agreements between Israel and the Palestine Liberation Organization (PLO):
- Oslo I (Declaration of Principles) – Signed 13 September 1993 in Washington, D.C. (negotiated secretly in Oslo). Established mutual recognition, Palestinian self-government in Gaza/Jericho, framework for final status talks.
- Oslo II (Interim Agreement) – Signed 28 September 1995 in Taba, Egypt. Divided West Bank into Areas A, B, C; expanded PA jurisdiction; set election terms.
They were not treaties (no ratification, not legally binding under Vienna Convention), but politically pivotal. Final status negotiations (Jerusalem, refugees, borders, settlements) never concluded. The process stalled after 2000.
