Is Europe united under one government?

Europe is not united under a single centralized government. While many European countries cooperate through various international organizations, each nation maintains its sovereign identity and distinct government. The closest approximation to a unifying European government is the European Union (EU), which operates as an intergovernmental institution with specific shared powers. However, the EU does not have the same authority and centralized governance as a traditional federal government.
