No, marriage between first cousins is not permitted in Germany. According to Section 1307 of the German Civil Code (Bürgerliches Gesetzbuch , BGB), marriage is prohibited between relatives in the direct line (i.e., parents and children, grandparents and grandchildren) and between siblings.
