No, marriage between first cousins is not permitted in Germany. According to Section 1307 of the German Civil Code (Bürgerliches Gesetzbuch , BGB), marriage is prohibited between relatives in the direct line (i.e., parents and children, grandparents and grandchildren) and between siblings. It also extends this prohibition to relatives in the collateral line up to the third degree, which includes first cousins.
