Why is the Irish republic army still fighting?

The Irish Republican Army (IRA) is not still fighting. The Provisional Irish Republican Army (PIRA), the largest and most active IRA group, declared a ceasefire in 1994 and disarmed in 2005. Other IRA groups have also declared ceasefires or disbanded.
