Did France set up a naval blockade when Mexico refused to pay its debt European countries?

France, along with Britain and Spain, intervened militarily but the British and the Spanish backed out when they realized Napoleon III of France, was seeking Mexican control under Maximilian of Hapsburg. French troops were defeated by Mexican republican Benito Juarez with help from the U.S. in 1867 which established the sovereignty of Mexico and the legitimacy of Juare
