Wanderlust World Wanderlust World Article II, Section 1 requires the president to be a "natural born Citizen". Persons born in Puerto Rico are US citizens by statute (Jones Act 1917), but legal consensus holds they are not "natural born" because Puerto Rico is a territory, not a state.
A constitutional amendment could extend "natural born" status to territorial-born citizens. A 2008 Senate proposal failed but could be reintroduced.
Without amendment, a Puerto Rico-born person is ineligible. All past presidents were born in states or (pre-1789) British colonies that became states.
