Is jay walking illegal in Oregon?

According to Oregon Revised Statute 811.030:

_In any roadway along which pedestrians are permitted to move, if there is a crosswalk, the pedestrian shall not leave a curb for the purpose of crossing at a place other than in the crosswalk._
