Has Paraguay ever had a coastline?

Paraguay was a landlocked country from its founding in the 19th century up until the early 20th century. Between 1865 and 1870, the country was engaged in a war with Argentina, Brazil and Uruguay (the Paraguayan War). As a result of this war, Paraguay ceded territory to Argentina and Brazil, including its only ocean access along the Río de la Plata.
