Is the soil dry in central Mexico?

In general, yes.

Central Mexico's climate varies depending on the altitude region. There are tropical zones and also deserts as you move farther from the central mountains. While Central Mexico gets abundant rains during summers (June- September), most parts still remain dry with average rainfalls between 50mm - 500mm. For example, most parts of Central Mexico that fall under Temperate and Cold Climate get an average rainfall of 612mm which amounts to two months of rains in a year.
