Why is the Pacific Ocean basin fastest spreading?

The Pacific Ocean basin is not the fastest spreading. The fastest spreading mid-ocean ridges are the East Pacific Rise and the Pacific-Antarctic Ridge, both of which are spreading at a rate of about 10 centimeters per year. The Pacific Ocean basin as a whole is spreading at a rate of about 2 centimeters per year.
