Why did the queen of England grant charter to pilgrims?

There is no record of the Queen of England granting a charter to the Pilgrims. The Mayflower Pilgrims sailed to America in 1620 on a ship called the Mayflower. They were English Puritans who were seeking religious freedom. They did not have a charter from the Queen of England.
