Why did England fail to carry out the terms of Balfour declaration?

The British Mandate for Palestine was established and administered the Palestine region through its government in Mandatory Palestine. While they made some efforts the execute parts of the document it did not implement fully as many historians agree its wording is vague. The main aspects that were lacking include a timeline of implementation as well as clear guidelines on how they would establish Jewish settlement within Palestina or what the eventual goal of Jewish people moving into Palestina. Due to the vagueness, other interpretations could easily lead to other courses of action and policies which was often the case due to political expediency and economic benefits of being allies with Arab leaders of countries surrounding Palestina who did not want Jewish settlers nearby due to their traditional dislike of Jewish people due to religious differences.
