Getting a New York State ID: Requirements and Process

Contrary to common misconception, New York does not use a point system for state ID cards. Instead, the Department of Motor Vehicles (DMV) requires applicants to meet specific eligibility criteria and present original documents proving identity, age, and residency.

Eligibility Requirements

• Age: Minimum 16 years old (no upper age limit)
• Residency: Must be a New York State resident
• Legal Presence: U.S. citizen, permanent resident, or valid immigration status

Required Documents

The DMV requires original documents (no photocopies) in these categories:

Proof of Identity (6 points total required)

Documents carry different point values. Common combinations:

• U.S. passport or passport card (4 points)
• Certified U.S. birth certificate (4 points)
• Certificate of Naturalization/Citizenship (4 points)
• Permanent Resident Card (3 points)
• Employment Authorization Document (3 points)
• Foreign passport with valid U.S. visa and I-94 (3 points)
• Social Security card (1 point)
• Marriage certificate (1 point)
• College ID with transcript (1 point)

Proof of New York Residency (2 documents)

• Utility bill (dated within 90 days)
• Bank statement (dated within 90 days)
• Lease agreement or mortgage statement
• Pay stub with address (dated within 90 days)
• Government benefits statement

Social Security Number

Original Social Security card or official document showing full SSN (W-2, 1099, pay stub). If ineligible for SSN, provide a letter of ineligibility from the Social Security Administration.

Application Process

1. Complete Form MV-44 (available online or at DMV)
2. Visit a DMV office (appointment recommended)
3. Submit documents, pass vision test, provide signature and photo
4. Pay fee: $9–$14 depending on age and duration (8 years for most adults)
5. Receive temporary document; permanent ID mailed within 2 weeks

Special Considerations

Enhanced ID: Available for U.S. citizens; allows land/sea border crossing to Canada, Mexico, Caribbean. Requires additional documentation and costs $30 extra.

REAL ID: Compliant with federal standards for domestic flights and federal building access (required after May 7, 2025). Standard IDs marked "Not for Federal Purposes" remain valid for driving and state ID purposes.

Non-driver ID: Same process for those without driver licenses.
