Afghanistan Has Provinces, Not States: The 34 Administrative Divisions

Afghanistan is a unitary Islamic emirate divided into 34 provinces (wilayat) — not states. Provinces are the primary subnational unit; there is no federal state layer.

Sub-Provincial Structure

  • Districts (wuluswali): ~400 total, each led by a district governor.
  • Villages/Communities: Basic unit; ~16,000+.
  • Municipalities: Major cities (Kabul, Herat, Mazar-i-Sharif, Kandahar, Jalalabad) have mayors.

Governance (Post-August 2021)

  • Each province has a Governor (Wali) appointed by the Islamic Emirate leadership (Kandahar/Kabul).
  • No elected provincial councils; traditional shuras (councils) consult locally.
  • Security: Provincial police chief + corps commander (Islamic Emirate Army).

Key Provinces by Significance

  • Kabul: Capital, ~5M pop, political/economic center.
  • Herat: Western gateway, trade with Iran/Turkmenistan.
  • Kandahar: Spiritual heartland, Taliban origin.
  • Balkh (Mazar): Northern hub, Uzbekistan border.
  • Nangarhar: Eastern gateway, Pakistan border (Torkham).

Note: Provincial boundaries largely follow 1964 constitution (updated 2004); Panjshir recognized 2004. No "state" level exists or is planned.
