1. Two-thirds vote of all House and Senate members or
2. By petition signed by at least 5% of the eligible voters in the state as of the last general election.
Regardless of the method, a proposed amendment must then be:
1. Approved by a majority vote of all House and Senate members, and
2. Ratified by a majority of the voters voting at a general election.
Amendments to the Minnesota Constitution can therefore only be removed by following the same process as enacting a new amendment.
Notably, the Minnesota Constitution also includes 10 articles in its Declaration of Rights that may not be amended. These articles include fundamental guarantees such as freedom of speech and religion, and the right to bear arms.
