What is the extradition law in West Virginia?

West Virginia Revised Code §5-1-1 states:

Every person charged in the Commonwealth of Virginia who shall flee from justice and be found in this State, shall, on application of the Governor or the executive authority of the Commonwealth of Virginia, be delivered up and removed to the State having jurisdiction of the crime. It shall be the duty of all judicial, ministerial and executive officers of the state, when so required by the Governor, to take proceedings necessary for the apprehension of such person and for his delivery when apprehended to the authorized agent or agents of the Commonwealth of Virginia.
