Why did president roosevelt have the US place an embargo on important naval and aviation supplies to Japan in 1940?

The US did not place any embargos against Japan in 1940. They placed a partial embargo in mid 1941, and a full, comprehensive embargo a month later, following Japan's invasion of French Indochina.
