The U.S. Government Rental Car Program, run by the Defense Travel Management Office, works in conjunction with car rental agencies to offer discounted rates to military and civil servants required to travel on government business. Maximum rates are set by the agency and unlimited mileage and insurance is always included. Most car rental companies also offer discounts to government workers and service men who are not traveling on official business. In addition, some state and local governments have discount programs.
Dollar abides by the U.S. Government Car Rental Agreement terms. For workers on official business, they offer competitive rates and complimentary membership in the Dollar Express Rental Program, with specially designated waiting and counter areas, allowing for improved waiting periods and shorter lines. For government employees on leisure travel, rates are available for both present and retired employees. The rates are preferential and are 5 percent below retail rates. Military veterans and active duty or national guard receive a 5 percent discount and fee waivers for additional or underage drivers.
Thrifty also abides by government mandates for car rentals by employees on government business. A copy of the official travel orders and a cash deposit are necessary for recognition of official travel. A credit card is not necessary. Minimum age is lowered from 21 to 18 years. Leisure travelers with government employment backgrounds are also offered a discounted corporate rate; regular rules apply such as the necessity of a major credit card and renters must be at least 21 years of age.
E-Z Rent-A-Car offers the same rates for federal employees both on official business and for leisure travel. Vacation travel does not require the same insurance that is mandated by the government for official business travel. Those on official business can receive federal benefits even without an advance reservation if they present a government credit card, travel orders or travel authorization, at the counter.
National is also an official government rental agency, offering all the rates and benefits mandated by the government program for federal employees. In addition, National adds on frequent traveler benefits. Travel orders or a government-issued credit card are needed at the time of the reservation and at car pick-up. Leisure travelers are eligible for discounts, but do not receive any further benefits.
