Use connections. The most valuable source for your search for an apartment in Dubai will be your local and remote connections. Get in touch with people you know in Dubai, people who have lived in Dubai, or people who know someone who lives in Dubai. Any connection could prove valuable, as you will be more likely to get notice of a vacant apartment before it goes on the market. If you learn of a possibility, get in touch with the current tenant or owner and find out who to contact for a showing and lease signing.
