Why do you feel cooler at 100 degrees in Tucson AZ than Louisiana when it is 90 degrees?

This is not accurate - you will not generally feel cooler at 100 degrees in Tucson versus 90 degrees in Louisiana. Both areas will generally feel very hot at those temperatures.
