* After you defeat Team Rocket in the Mahogany Town Radio Tower, a couple in the Pokemon Center (near the stairs) will give you the Card Key.
2. Go to Goldenrod City.
* Head to the building located to the left of the southern entrance to the Pokemon Center.
* Use the Card Key on the door.
* Talk to the man by the door on the second floor to get a Lift Key.
3. Go to the Goldenrod City Department Store.
* From the first floor, go up the escalator.
* Talk to the man at the counter at the top of the escalator to activate the elevator.
* Ride the elevator up to the roof.
* Use the Lift Key on the door.
* Talk to the old woman inside to receive TM49 (Echoed Voice).
4. Go to the Goldenrod Radio Tower.
* Once you’ve acquired TM49, head south to the Goldenrod Radio Tower.
* Go inside and go up to the fourth floor.
* Play Echoed Voice for the person standing next to the window.
5. Go back to the Bell Tower.
* Return to the door leading to the Goldenrod Radio Tower that was locked prior (located to the left of the southern entrance to the Pokemon Center).
* Instead of going to the Goldenrod Radio Tower, go inside the Bell Tower.
