Why tourist not allowed to climb Qutub Minar?

Tourists are still allowed to climb the Qutub Minar. They can purchase a 50 rupee ticket to walk up about three-quarters of the way to the top of the pillar where a small room offers views out of small arched windows at 37.5m.
