Are 1993 Russian Ruble banknotes legal tender?

The Russian 1993 Ruble banknotes are no longer legal tender. The Bank of Russia demonetized these notes in 1998, and they are no longer valid for making payments or transactions. Newer banknotes were introduced to replace the old ones, which are considered "collectible" and of numismatic value rather than legal tender.
