California Vehicle Code (CVC) Section 4454(a) states that "No person shall operate a motor vehicle unless the vehicle bears a valid identification or license plate or plates. This provision does not apply when a dealer or his or her agent is temporarily operating the vehicle with the dealer's license plates if all identifying marks are removed and the dealer retains lawful possession of the vehicle license plates that were previously issued for the vehicle to the seller."
