According to the Michigan Vehicle Code, a person under the age of 16 may operate a golf cart on a street or highway if:
- They are accompanied by a parent or legal guardian who is at least 18 years of age and is seated next to them.
- They have written permission from their parent or legal guardian to operate the golf cart.

In addition, the following requirements apply to all golf carts operated on streets and highways in Michigan:

- They must be driven at a speed not exceeding 20 miles per hour.
- They must not be driven on freeways or expressways.
