Can You Own a Giraffe in Ontario? No – Here's Why

Short answer: No. It is illegal to own a giraffe as a private pet in Ontario (and all of Canada).

The Legal Framework

  • Provincial: Ontario's Provincial Animal Welfare Services Act (PAWS Act), 2019 and associated regulations prohibit keeping "wild animals" (non-native, non-domesticated species) as pets. Giraffes are explicitly captured under this framework as exotic wildlife.
  • Previous Law: The Ontario Game and Fish Act (referenced in older sources) has been largely replaced/superseded by the Fish and Wildlife Conservation Act, 1997 and now the PAWS Act for welfare/possession. The principle remains: native and non-native wildlife possession restricted.
  • Municipal: Virtually all Ontario municipalities (Toronto, Ottawa, Mississauga, etc.) have bylaws banning exotic/wild animal ownership.
  • Federal: CITES (Convention on International Trade in Endangered Species) – Giraffes listed Appendix II (trade controlled). Wild Animal and Plant Protection and Regulation of International and Interprovincial Trade Act (WAPPRIITA) implements CITES. Import/export permits required; private pet import effectively impossible.

Why the Ban? (Welfare & Safety)

  • Size & Space: 16–19 ft tall, 1,800–3,000 lbs. Needs hectares of browse, specialized facilities.
  • Diet: 75–100 lbs/day of specific browse (acacia, mimosa), supplements. Cannot be met privately.
  • Social: Herd animals. Isolation = severe distress.
  • Veterinary Care: Requires zoo-experienced megafauna vets. Anesthesia high-risk.
  • Danger: Kick force ~2,000 psi – lethal. Unpredictable.
  • Zoonotic Disease: TB, parasites, etc.
  • Conservation: Giraffe populations declining (Vulnerable IUCN). Private ownership undermines conservation, fuels illegal trade.

Legal Alternatives to "Own" a Giraffe Experience

  • Accredited Zoos: Toronto Zoo, African Lion Safari (Cambridge), Jungle Cat Wildlife Park (Orono – small), regional zoos. AZA/CAZA accredited = high welfare.
  • Symbolic Adoption: WWF, Giraffe Conservation Foundation, zoo programs. Certificate, updates, plush.
  • Volunteer/Intern: Zoo wildlife care, conservation orgs.
  • Travel: Kenya (Giraffe Centre, Nairobi), South Africa, Namibia – see wild herds.

Penalties

  • PAWS Act: Up to $130,000 fine and/or 2 years jail (individual); $500,000 (corporation). Animal seizure, lifetime ban.
  • WAPPRIITA: Up to $300,000 fine and/or 5 years jail for illegal import/export.

Admire giraffes where they thrive: savannas and world-class conservation facilities. Not in a backyard.
