Toronto does not have a "commissioner" as its chief executive. The city operates under a strong-mayor council system where the Mayor serves as the head of municipal government.
Mayor: Olivia Chow (since July 12, 2023)
Previous Mayor: John Tory (2014–2023, resigned)
Some Canadian cities (e.g., Vancouver, Montreal) use "commissioner" for specific roles—police commissioner, parks commissioner, or historical board of commissioners—but Toronto has never used this title for its top elected official. The mayoralty dates to 1834 (William Lyon Mackenzie, first mayor).
For specific city services, Toronto uses "General Managers" or "Executive Directors" leading divisions (Transportation, Housing, Parks/Forestry, Water, etc.), not commissioners.
