Why This Confuses People
- Domestic for Packages: USPS Ground Advantage, Priority Mail, Parcel Select DO treat PR as domestic (same rates, no customs).
- UPS / FedEx: Often treat PR as domestic (or "US territory" zone) — cheaper than USPS letters.
- Within PR: Mail from PR to PR uses domestic rates.
