How did the Great Ocean Road get its name?

The Great Ocean Road in Victoria, Australia, was named in 1919 after the completion of the first section of the road, which was called the Great Ocean Road between Lorne and Apollo Bay. The name was proposed by the Victorian Railways Commissioner, H. W. Clapp, and was officially bestowed in 1922 when the entire route was completed.
