United States citizens traveling from a US territory do not need a passport to enter Puerto Rico, however they must present some form of government ID such as a current driver's license. Those arriving from a Central or South American country or from the Caribbean must present proof of US citizenship or a birth certificate. US citizens arriving from anywhere else should have their United States passport.
All non-US citizens visiting Puerto Rico are required to have a valid passport. For most countries, the passport must be valid for at least 6 months after the date of arrival in Puerto Rico.
Visas are not required by Canadians or countries under the US visa waiver program including the UK, Australia, New Zealand, Singapore, Brunei, South Korea and a majority of EU countries. Exceptions to the EU visa waiver are Bulgaria, Cyprus, Greece, Poland and Romania, who do require a visa. Citizens of other countries not listed require a visa to enter Puerto Rico.
With the exception of Canadians and US citizens, all other visitors to Puerto Rico must be in possession of an onward ticket.
