Subnational Administrative Unit

A Local Government Area (LGA) is a subnational division responsible for local public services:

• Sanitation, waste management
• Road maintenance
• Community development
• Public safety

LGAs may levy taxes, regulate businesses, zone land. Governed by elected local councils.

Purpose

• Decentralize governance
• Empower local decision-making
• Promote citizen participation, accountability
• Foster social cohesion, economic development

Nigeria Example

774 LGAs (third tier after federal/state). Responsibilities: primary education, public health, agriculture extension, poverty alleviation, disaster management. Funded by federal/state grants, taxes, fees. Challenges: funding, corruption, governance, capacity.
