Does the CIS Have a Capital City?
No. The Commonwealth of Independent States (CIS) is a regional intergovernmental organization, not a sovereign state. It has no capital city, no unified government, and no territory of its own.
What Is the CIS?
- Founded 1991 (Belovezha Accords) after USSR dissolution
- 9 current members: Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Uzbekistan (Ukraine participated but never ratified; Georgia withdrew 2009)
- Headquarters: Minsk, Belarus (administrative secretariat only)
- Focus: Trade, security, legal coordination, cultural exchange among post-Soviet states
Key Distinction
Unlike the EU, the CIS has no supranational authority, parliament, or budget. Decisions require consensus; implementation is voluntary. Minsk hosts meetings but is not a "capital" in any political sense.
