Dehradun Is in Uttarakhand, Not Uttar Pradesh

Dehradun is the capital city of Uttarakhand (formerly Uttaranchal), a state created in 2000 from the northwestern districts of Uttar Pradesh. It lies in the Doon Valley, at the foothills of the Himalayas, about 250 km north of Delhi.

It is not part of Uttar Pradesh (UP), so "UP East" or "UP West" does not apply. Uttarakhand is a separate state with its own administration.
