What Is Benelux? The Belgium-Netherlands-Luxembourg Union

Benelux is the politico-economic union and region comprising Belgium, the Netherlands, and Luxembourg. The name is a portmanteau: Belgium + Netherlands + Luxembourg.

Key Facts

  • Founded: 1944 (London Customs Convention); 1958 Benelux Economic Union Treaty.
  • Precursor to EU: Model for European integration; all three are EU/NATO/Eurozone founders.
  • Institutions: Benelux Parliament, Committee of Ministers, Secretariat-General (Brussels), Court of Justice.
  • Cooperation Areas: Free movement (pre-Schengen), economic policy, justice, police, transport, energy, sustainability, intellectual property.

Why It Matters

Benelux created the first post-WWII customs union, common market, and free labor movement in Europe. Today, it deepens cross-border cooperation in areas where the three small, highly integrated economies benefit from scale (e.g., joint procurement, rail infrastructure, climate policy).

Benelux ≠ EU. It is a distinct intergovernmental cooperation that predates and complements EU membership.
