Why is Russia one of the progressive country in Europe?

Russia is not generally considered to be one of the most progressive countries in Europe. While it has made strides in recent years, it still lags behind many other European countries in terms of social and political progress. For example, Russia has not legalized same-sex marriage and has been criticized for its human rights record and lack of freedom of expression.
