Identity Card Ownership in the European Union (2021)

Per the EU Fundamental Rights Agency (2021), ~88% of the EU population held an identity card (including non-EU residents). Rates vary widely:

• Near-universal (>99%): Belgium, Croatia, Estonia
• Lower (~70%): Denmark, Sweden
